Oil leaking on valve cover on oil fill tube.

Oil leaking on valve cover on oil fill tube. 97 z28 stock valve covers with a oil fill tube. A small amount of oil is leaking on top of the valve cover at the bottom of the oil fill tube. I am guessing its not on tight or the seal is bad? I've never took valve covers off, but it looks really simple, should I take the valve cover off and figure out whats going on?

I've notice my '95 Is doing the same thing. When I bought her the dumbass before me placed a rubber cover over the filler neck instead of an oil cap(which I've now replaced.)
If that wasn't the cause of it, then what is? Good question.
