Can I re-clear my car?

Can I re-clear my car? I'm not real knowledgeable on painting techniques and whatnot and I have a question. I have a 93 Formula and since the car is almost 20 years old, paint is not in good shape whatsoever. It has scratches on about ever corner of it, peeling clearcoat etc etc and I can't stand it anymore. I think the paint itself is in decent shape and most of the scratches are through the clearcoat.
I was wondering since I can't really afford a full paint job at the moment, if I can just sand the car down to the base coat and re-clear it? Sorry if this is a retarded question but I don't know if you can do that or not. My roof panel has the worst clearcoat peeling and I was just going to sand it down to the base coat and clear it. I don't think I can honestly make it look any worse??
Any input would be great!

you can sand the clear coat with 1000 till its flat and most stuff will come out then you can re-clear it and it will look much better than now but any spots you burn through you will see if u look carefully. body shops do it everyday when we blend panels 90% of the panel is just new clear over sanded clear

Do the prep work yourself. Do it in stages and it won't cost you much out of pocket at any one time. if you have a DA and another car to drive. Then when your ready let someone lay the paint for you. It's the prep time that a shop kills you with.

This might sound outrageous to many here, but If your low on cash, just buy cans of plasti-dip, and coat the entire paint. It will look like a decent matte black paint job, if you sprayed it evenly.
When your ready to get a real paintjob, just rip all the plasti-dip off your car!

the guy dipping his whole car what about all the crap that sprays through the front grill and covers the a/c condensor and radiator /i think i would take the time to cover it up before spraying . i dont think it would come off their to easy

Actually, I once it dries, you just rub at it with your finger, and peel it off. It really is that easy.
