Default Ok HID problems.

I just got a kit in the mail from the "wbody store" our cars and the grand prix's both have the same fog light bulb, So I go out to my car and plug them in no fire, I try to change fuses no fire. I try to plug both of them in still no fire. What am I missing here? They arent in housings yet I just wanted to see if they work or not. Please help they are direct replacement 880 bulbs no cutting and splicing required.
