Judging by your user name, I'd guess you have a Firebird.
In which case, turn the **** to the center position (parking lights) and turn on the fog lights via the separate fog light switch. The headlights will stay down and off while the fog lights will be on.
If this is not how your headlights operate, then you probably have a stripped gear in at least one of the headlight motors. Check out this thread:
