Is the LED in the fog light switch lightning up?

Also, did you check the voltage when your fogs are on? My relay sounded like it was working, but when I checked the voltage across the leads, it wasn't passing voltage. It lit the led in the fog switch too, which threw me off for a little bit too. I'd just start at the leads for the bulbs, and work your way back.

Check your low & high beam switch. When you have your head lights on high beams the fog light go out. You switch might be bad.
