I purchased the chrome reflective caliper vinyls, but it did not come with instructions on how to put them on. The vinyls have a clear/sticky coat over them, and a protective piece to keep off dirt or dust. Are the vinyls connected to the clear overcoat, or are the a seperate piece that is in between the clear "sticky" piece and the white "protective" piece.

The white backing should peel off and the vinyl should be attached to the clear piece. Clean the caliper real good,apply the decal, and then shoot a coat of clear over it to keep it from peeling

You should be fine even without clear coat over it. I am using vinyls without clear and have never had any issues. But then again I'm in california and we don't deal with snow.
