Paint Bubbline on SS hood

Paint Bubbline on SS hood I was just was my SS the other day and noticed that they paint is bubbling on the hood near the ramair scoop. Anyone else experience this? Do I have any recourse with GM? Car is a 2000 with no GM warranty left.
