Default Waterless engine bay cleaners

Here is my problem. The condo I live in does not give me access to water (to wash my car with) and I'm not going down to the car wash and waiting for my engine to cool down enough to spray. So what can I use to clean the engine/engine bay with that I can wipe on/off with a little elbow grease??
I know this subject has been covered multiple times but I couldn't find anything that didn't include (spray down with water)

Spray the engine bay with your cleaners for metal and another for plastic then let it sit on the motor (warm not hot), use a brush to loosen up the thick grime then (I know it sounds ghetto) but get a few large buckets of water and dump them over the engine bay, just cover the sensitive areas with some plastic wrap.

That would work. Another thought, without wate would be window cleaner or spray detailer, but the engine bay would need to be pretty clean already.

Yeah its really not that dirty, I just want to get rid of the film on me parts

I was thinkin window cleaner but wasnt sure wether my Windex would work ok or if I should find a non-ammonia based cleaner.

I use a bucket filled with water and instant detailer with a rag. You could fill it up inside. It cleans up real nice if it's not to dirty. Then when it's dry I just wipe everything with a small towel.

I used tire cleaner (I think it was eagle one brand, but it probably doesnt matter) on my undercarage to get all the road grime off and it worked great.
