Default Identify this plug

I was trying to clean up my rats nest of wires last night while installing a couple gauges. I noticed I have a wire spliced into one of the factory plugs under the dash. Can anyone tell me what this plug is for? It's under the driver side dash.

Light blue wire is 12 volts brake applied for your 3rd. stop light.

Is the gray and blue plug both for the brakes? I wonder why I have a wire spliced into them?

Also I had someone try to connect a 2 step up at one time. I wonder if this was part of it...
