Default Trying to remove front seat belt buckles

I am pulling the carpet to do some sound deadening. I have everything out but the front buckles to the floor. How do I remove the large decorative plug covering the fasteners. Its the one that has a huge fake philips shape in it but it only spins around, it won;t come out. I can't figure out how to release it. The service manual shows a small plug right on the head of the bolt, its not like what I have for some reason.

You just have to pull on it. It is kind of wedged in. The fake phillips shape is to screw it in but once its in it has to be pryed out.
