Removing taillight panel?

Removing taillight panel? How do you get this damn thing off? I need to get it off to paint it black and can't seem to get it off. I removed the 4 large plastic nuts and the 2 small metal ones. I can't see what else is holding it on. It moves but can't pull it far enough away to see and I don't want to snap it trying.

there are also four wing nut type nuts that hold the tail lights in place and your tail lights need to come out to pull the panel out, you dont have to unplug them though.
