Looks like the clearcoat is peeling... 
I have a black 2001 hardtop Z28, looks like there are spots where the clearcoat is peeling, I mean spots the size of maybe a peanut. Should I try to lightly wet sand or something to make it look even or just leave it?

leave it. If you wetsand it will make it worse. Mine is peeling on my door by the door handle. I took it to a shop and they said wetsanding would make it worse. Only thing to do is repaint
