try blue magic metal polish or meguires chrome polish, i had some nasty brake dust caked on my front wheels that wouldnt come off. but once i used the blue magic metal polish it came right off, took some elbow grease but it came out.

Just got Meguiars Hot Rim cleaner for Chrome wheels. LOVE IT!
Ive used Simple Green and Orange Blast or WTF ever its called. This works just as good, and is 100% safe on chrome (the others can be aswell). Lil bit cheaper too.
That + Mothers Chrome Polish =

As far as a cleaner, I'm not sure that any would work well. There made to take off brake dust/other common things that stick to wheels. Glue is not very common on wheels. I'm sure some elbow grease will get it off, maybe use some Gojo. That stuff is amazing for cleaning hands, who knows maybe it'll work for wheels too!
+1 for Mother's chrome polish. Is it just me or do the wheels seem to stay cleaner after you use it? Maybe it's smoother, thus the brake dust just slides off.

What type of wheels do you have, painted, polished, or chrome?
If you have painted or polished, use Meguiar's multi-peice wheel cleaner [orange bottle], if it's chrome, use meguiar's chrome cleaner. Don't use chrome cleaner on polished wheels and vice versa.
