Exclamation Sanding a bumper on a black car

guyzmy bumper has lots of little scratches on it that i cannot get out what would you recommend. I use to detail cars when I was in my teens and early 20's and now that i am 32 and the techniques and technology have moved along i feel lost sometimes. I have claybard and meguiars 3 stepd the car numerous times but these scratches will not come out. Should iwet sand it with 2 or 3000 or would that be too rough. I have a cheap orbital polisher that i have used on other cars but never the ta and an orbital has never touched her......recomendations please and all input is appreciated thanks....

Just a regular orbital will not buff out the marks sanding will put in the paint. How deeps are the marks? Can you put your finger nail in them? If so sanding wont help, you will need to repaint.
