Default torque conv. not staying locked

I was getting my car dyno tuned. After a couple pulls, we noticed that the converter wasn't staying locked under WOT and loaded by the dyno. You can see on the graph that it tries to lock but can't for some reason. It's a TCI SSF 3500 stall converter. The tuner made it lockup when maintaining RPM's but when he goes WOT it unlocks. I was trying to figure out why it unlocks under WOT. On one pull he made it lock up and gave it 45% throttle until it reached 6500 RPM's and it stayed locked the whole time. Can anyone tell me what's wrong? Is it the converter that's messed up or something else?

If it's a stock Tune as far as the Converter goes, it will unlock at 100%WOT no matter what. Unless you guys Tune it to Lockup, it wont. That's not recommended with most anyways, you'll blow it up.

It is correct the converter will be commanded off at WOT unless you make tuning changes to allow WOT lockup , However as MERV mentioned its not suggested as it can damage the lockup clutch they were not designed to handle that kind of load

No, Transmission doesn't have anything to do with it, it's the Convertor. There are Convertors out there that are made to lockup under WOT, but they are more expensive.
