Converter Screwed up did it take the whole tranny with it?

Converter Screwed up did it take the whole tranny with it? Hey Everybody,
I just purchased another caprice and it is having some transmission issues.The guy i brought it from states that he was just driving one day and bam he lost all gears. He and i believe the tq. converter went bad. My question is if the converter goes will the transmission pump still spin? The reason i ask my fluid is very high on the dipstick and doesn't got down after i start the car it doesn't go down . I have attached a video clip of the car running in the od gear and the car wont move it's a shot of the conveter just spinning
