Default TC 1-2 Lockup clutch gone?

Hey folks, quick question to diagnose an issue that came up recently with my transmission.

Long story short, I have a 98 z28 a4 with a stock rebuilt stall and a performance transmission. Whenever i put the car into 2 or 1 the revs drop into idle. Does this mean my 1-2 converter clutches are toast?

Take note, the transmisison shifts down, doesn't slip at all, and overall runs perfect besides that one thing.

I have HP Tuners and i can try to force a lockup in second or first, will this verify my theory?

Thanks in advance!

If you force lockup get moving some or it will kill the car like a manual. Just try commanding 1st gear and 2nd and so on and see if it works

I mean doing so from a roll, I tried commanding 1st and 2nd but the revs would drop to idle off trottle and it would behave normally during acceleration.
