Default Is my trans going out?

Ok i got a 99 t/a and sometimes the tranny when i am just cruising around the city it stays stuck in 2nd gear and doesnt want to upshift unless i play with the gas a little. And sometimes on the highway when i gun it from around 60mph the rpms go up when it downshifts but the car slowly picks up speed and sometimes the trans is perfect. i think my clutches are burnt but i could be wrong. so can anyone help me or give me suggestions on what to do.

IDK sounds more like a tuning or sensor issue, Generally when a trans is bad or the clutches are bad the trans will free rev likle neutral when you floor . And its generally not ramdom its either good or bad .

Ok thanks guess its probably going to be a sensor issue again because someone has already been in the trans to replace the sensors a while back. Probably cant be the tune on my car cause i dont have a tune.
