Centrifugal apply of the 3rd gear clutches is causing your problem.
The trans needs to come apart to fix it.

i thought it was the trans, i unbolted the converter to the flywheel and it spin without any noise and seems smooth.

i also hit the trans brake and it will stall to 5k or higher if i like. it usually only went to 3k at best. does that mean the converters shot also?

jakeshoe-thank you for the info. have you seen this often?

It's easy to prevent when building the trans but a pain to fix.
Any performance Th400 should be modded to prevent this.

I have seen it when the trans are built by a shop that isn't familiar with performance applications.

I can't diagnose your car on the internet. You COULD have weak valve springs, tuning issues, fuel delivery problems, etc.

However I will say this,
if it only does it in 1st gear, it's not likely any of the above and is very likely the trans.

A fuel delivery problem will show up in 3rd gear not 1st, tuning issue would usually be across the gear ranges, as well a weak valve springs.

I build GM automatics exclusively for performance use. It sounds like an amateur built your TH400.

i dont think its tuning issues. i put my old tune back in and it still did it. the converter is getting sent off, so is the trans, at least ill be able to rule those out. i took a look at the valve springs and they looked normal. will the plugs show any signs of valve spring issues?

You can't "look" at valve springs and tell whether they are weak or not, you have to test the pressures.
