CAT Power flex plate bolt torque value

CAT Power flex plate bolt torque value I have a TH400 and a CAT Power flexplate.
What should I torque the flexP to crank bolts (ARP 244-2901) to and what would you recommend for the TC to FP torque.
Should I use red or blue locktite.
