I'm hoping you guys might be able to help me, a while back (when my car was still running) my tuner said my converter wasn't unlocking when he would let off of the throttle on the highway. Any idea what would cause this? It's a rebuilt 4l60e with a pretty much brand new tci 3500 stall

Check the TCC lock/unlock tables. The stock values for under 5% throttle are 256. If the unlock mph is below the mph you are traveling it will stay locked with most 60E tunes.
