CANNOT get third bolt out on driver side! help

CANNOT get third bolt out on driver side! help i have tried everything i can think and that third bolt on the drivers side, the one that is blocked by the tunnel is still in there. I have a 13mm swivel and it still is not getting to the right angle to go in. ANY help would be appreciated, ive been at this one bolt for longer than it took to get the other 7 out combined!

Seems the answer to every problem I have is simply making a new thread on tech and it is solved 15 minutes later. I found a different 13mm swivel that was a little bit skinnier and everything worked. The impact swivel was too fat. Thanks for the info tech!
