Hits rev limiter while in D but not OD

Default Hits rev limiter while in D but not OD

After losing 2-4 over the summer, I had my transmission rebuilt with stronger stuff. Finally got the shift points changed by my tuner yesterday since it was short shifting and noticed that when I had the car in drive the 2-3 shift would hit the rev limiter 1-2 times then shift. If I had the car in overdrive it would shift right at 6k perfect. After a few times of trial and error, my tuner just set it to where if I have the shifter in overdrive it will not shift into 4th at WOT. I feel like I felt the slightest slip in the shift while in drive but my friend who is a tech at a GM dealership said he didn't feel it. Any ideas of why it would hit the rev limiter/possibly slip a little bit in drive but not overdrive?

when you are in D3, it brings on the overrun clutches when shifting to 3rd, so its bringing on 2 sets of clutches, so it shifts a little slower.
