Default converting stock converter into stall?

I seen this add on Craigslist. I don't know anything about trannys or stalls but is this possible?

Stay far away.

All it takes is a converter lathe, converter welder, and a hammer.
For $60 I would guess all they're doing is cutting it open, hammering the impellar fins down, and welding it back up.

Wasnt planning on doing it I figured it would probably be a hack job

I figured you weren't planning on buying a converter lathe and all, just saying thats about all they're doing for the $60. Probably someone working in a converter rebuilding shop doing this on the side.
