Default 700r want shift out of first

I have a '91 chevy truck with a 700r that will not shift out of first gear.
Even if you try to manual shift it also.
I haven't visually looked at it yet, but was wandering what would cause this.

If your positive it wont shift out of low gear, remove the round domed steel cover near the rear of the transmission with a screw driver & hammer. Careful not to poke a hole in it.
Slide the governor out, and inspect the plastic gear on the end.
They make a replacement gear, but it may be simpler for you to replace the entire governor. If your replacing the entire governor, try to match the weights & springs.

A stuck tv will still make a 1-2...just at a very high rpm.

Okay my son pulled the Governor off and it looks okay and how can I tell if the trottle value is stuck? Thanks in advance.

If the tv is stuck, the vehicle will make a 1-2, just at a very high rpm (wot type rpm-48-5400) Test it in the air if needed to confirm.
To confirm if the tv is stuck-attach a pressure gauge just above the shifter location. There is a 1/8 pipe plug in this location.
If pressure is 150+ in d at idle, its stuck. It should be 75-80ish at 0 throttle.

You can also disconnect the t/v cable from the throttle body and make sure it springs back, pull it and let it snap back a few times.

Thanks guys, It's 100 degrees here and I don't want to crawl my *** under there.
So I'm letting my son do the work and learn something also. He'll look at the TV cable next.

You mentioned that the Governor looks okay. Did he rinse it off and hold it up with the weights hanging freely and move them in and out to verify that the valves are not stuck?

When I trashed my second 700r it would go to 2nd but had no gear. I would hold it in 1st til 4000-4500rpm then bump it to 3rd. 2nd gear was the only thing gone.

Dont know if that will help but never know

Yeah, I check the governor and nothing was stuck.
I'll have to drive it and see if I can shift it from first to thrid.
Could the filter cause this?
