car doesnīt move in 1st gear (1-2 solenoid rattles)

car doesnīt move in 1st gear (1-2 solenoid rattles) hi
just got the trans from rebuilding itīs built 4l60e whith vacuum valvebody
itīs something strange going on though
i have the right oil level (checked)
it takes all the gears 2, 3, D, R but when i put in manual to 1st it takes the gear but it is stop/it wonīt turn the wheels, and if i have the brake relesed for a few second it moves sometimes like half of a ring or something like that. but if i put it in 2nd manualy it turns full and so on.
i have HPT for tuning ad scanning i tried to un plug the vacuum hose but that didnīt change
but whith HPT i can try the solenoids out and it seems as when i press the 1st and 2nd the noid rattles
we tried the same thing on my friends TA and when we press the solenoids there , we just here one click, but in mine 1st and 2nd does click click click click...... other noid is working as in the TA just one click
is it just a 1-2 solenoid replacement or can there be other issues whith the same description like some electrics in the loom it self, pcm, vacuum valvebody or other issues in the trans
