It's the neutral safety switch, which prevents your vehicle from starting if it's NOT in park or neutral. It also controls the backup lights. You need to replace it if you're able to start the engine in any forward gear or reverse, or if the backup lights don't work and you've determined it's not a bad bulb or connection.
You can get a new AC Delco neutral safety switch for $30-40 if you shop around. Mine was fine but I replaced it anyways because the 20 year old one was so nasty and gunky that it seemed criminal to put it back on my freshly rebuilt transmission.
