What is the servo end play?
(Press on the servo cover with a crow bar and estimate how much it moves by holding a ruler nearby. Spec is about 1/16 to 1/8". By 3/16" the band will begin to slip.)
If the servo end play is OK, a missing/torn servo seal or servo assembly error is the first thing I would look for.

While on the high side, it should be OK.
No guarantee, but I would next remove the servo and look for something wrong with it.
Tell us more - did you rebuild the trans? Did you install a shift kit? Any valve body or separator plate mods or replacement?

Ok. Also be sure the 1-2 accumulator is correctly built, e.g. that the piston isn't badly cracked. I don't think any of the HD2 mods to the VB, if incorrectly assembled, could cause your problem.

Tell me more about the rebuild - did you rebuild the entire trans or just open it, remove the pump and replace the band?
Since you say you have the HD2 kit, have you tried installing one or more of the big gold servo washers?
I wonder if the far end of the band is not properly locked in.
1/8" end play is a lot for a brand new band.
I always suggest installing the servo and checking the end play before installing the pump; this lets you see the operation and ensure the far end of the band is properly locked in.
Since you say you have the HD2 kit, have you tried installing one or more of the big gold servo washers?

Sorry, but if you have 1/8" end play with both gold washers installed, I suspect more and more than the far end of the band is not anchored correctly.
It is anchored by a pin which is held in position under the separator plate. By removing the valve body, separator plate and anchor pin, you might be able to wiggle the band into position so that the anchor pin holds it when it is re-inserted.
Or I am wrong and/or missing something. I'd really like to get a pro's confirmation before you start tearing your trans apart and/or removing it.

Yes.could it be the separator plate the trans had the trans go one but some of the checkball holes were elongated I tap them done on a vise when the shift kit was installed

In that case I would suggest starting with a new separator plate - get the Transgo 46-PLT-96 which is $20 at Summit Racing. Drill it first according to the included instructions for a V8 and then drill it further according to the HD2 instructions.
When you replace it, you will also have the opportunity to confirm that the band's anchor pin is solidly engaged.

In early 94-95 4L60E the 3-2 solenoid was a PWM. Beginning with '96 the 3-2 solenoid is an on/off solenoid and the TCC-PWM solenoid was added.
In short, sounds like you have the wrong 3-2 downshift solenoid in there.

The side the servo on I tore it back loose pin was in the hole ...it doesn't engage like the servo video by boxwrench on YouTube
