Could pulsing be too low of stall speed?

Default Could pulsing be too low of stall speed?

I just rebuilt a 4l60 e and threw a stock stall in it to test the trans. It still has a little bit of shudder around 45 mph, but i feel pulsing all over the place. 10 - 60 i feel a slight pulsing or surging. I'm thinking it has something to do with the cc306 and the low stall. other than that it runs perfect and shifts great. After I put some miles on it my plan was to get a good high stall. Can anyone confirm that this is probably the stall?
