2nd gear feels like its in neutral at low rpm

2nd gear feels like its in neutral at low rpm
I've been searching around, not finding exactly what I'm looking for but learning a bunch of stuff I didn't know before.
This is in a 1999 TA with the 4l60e and 2.73 gears .
It happens when I'm driving, say around 30 for example, I manually put the car second gear and let off the throttle. Instead of being like a regular downshift the rpms drop like its in neutral. I start to give it throttle, and about 2200rpm or so it starts acting normal. Almost like its stalled or something up until that point.
Now playing with it and driving it today, I noticed when in D, it seems to shift and run normal under regular acceleration, granted its only in 2nd briefly. Now at a dead stop I decided to test it by putting it in 2nd and accelerate slowly to see how it acted. It ended up shifting into second and even at low rpm working its way up acted normal.
Oh, and btw under WOT, the transmission seems to act normal.
Now could this be something electronic not engaging, or possibly a dirty valve body. I'm still learning about how automatics actually work, so I haven't been able to rule much out, and I haven't had time to hook it up to HPTuners to see if something is noticeable there.
Any information about the issue and/or about how things work in there that may help me better understand whats going on is greatly appreciated.

Forward Sprag Overrunning in Manual 2nd, It shouldn't do that, The Overrun Clutches are "On" in D2 & for some reason they aren't coming on (Early Input Drum reinforcement sleeve's could block the Overrun feed hold if installed wrong), Their burnt down to the point the Overrun piston blew a lip seal, A lip seal was torn upon assembly.
