Default Torque converter problem

I just rebuilt my '94 4L60E. Everything on the tranny worked fine but when I put the torque converter on, it would not turn. I pulled it off, turned it 180 degreeas and it still did the same thing. Any suggestions?

The pump is locked up. No sense in going into detail about what 100 things could be causing it to lock up, it needs to come out and get looked at.
It could also be the bushing installed crooked but if that were the case it would be hard to push the converter in too.
Could also be a misbuild in the converter, take some long outside snap ring pliers, put it in the converter and try to turn the stator one way clutch it should turn both ways.
