Default Torque Converter Clutch won't engage, even overriding with HP Tuners?

I got my new tranny in, and it drives and shifts perfectly. However, I can't get the TCC to lock up. The fluid level is perfect. The converter is a new TCI 3800 stall 10" lock-up converter. And even when I try to override and force it to lock up with my HP Tuners cable, it won't lock up.

Anyone have any ideas on this? It's not critical for me at the track, but it sure would be nice to have.

How did you verify it is not locking (curious)? Are you making a simulated WOT run and you are logging the input output speeds vs. the rpm? It could be a converter (TCC specific) problem.

Just by normal driving. It's supposed to lock above 50mph in 4th gear per my tune. I took it on a long distance trip right after the install was completed, and just by the change in the grade of the highway, the engine would runn between 2600-3000 rpms to maintain 75mph. It even does it with me trying to force the TCC thru HP Tuners. Therefore, I'm wondering what it could be mechanically. I've never had a 4L60E apart and don't know what all the TCC entails.

I can lock my converter with hp tuners with the car in gear idling, it'll kill the engine.
Might be easier than driving it and trying to feel an rpm drop.
Whats the history on the converter?

It's a brand new converter, when I installed the new tranny, I also put in a new converter.

During a trans rebuild it was discovered that the last converter install done on my car cut the O-Ring. Yank advised me that this would cause the converter clutch to be unable to lock.

Is it possible your O-Ring was damaged during the install???

It's a brand new o-ring, but I guess it's possible. I'll have to check that next year when I drop the tranny again. I don't feel like pulling it again this year LOL
