i am looking into geeting a stall but i want to know what does locked and unlocked mean

Unlocked the verter will be loose and flash to a higher rpm than stock to get the car into the powerband faster. Than the converter will lock *like direct drive* at cruise/part throttle for better fuel economy.

No, the 4l60e is electronically controlled. Just make sure the aftermarket stall is a lockup unit.
