Default building boost with a trans brake?

I was wondering if you think a 2 step is necessary with a trans brake on a th400, 3500 stall ?

Nice thing about a 2step is that you can limit your max rpm. That way if say your car on the 'brake without a 2step sees full boost, and you can't hook that, you could dial down a 2step to launch at a lower rpm. For example, I initially tried my 2step at 3500. Building boost on the 2step/brake I can hit 10psi. I did not launch the car correctly so I launched with zero boost on my 9 second passes.
