Default engine surge after lock up

Almost every time my converter locks up in 4th my engine will surge. It only happens under light acceleration and to stop it I either let off the gas or give it more. I have a vacuum modulated 4L60E. Does anyone know what could cause this.

It only happens when the converter locks up around 50 mph. The engine rpms will go up and down about 200 rpms. It will stop if I give it more/less gas. So if I was to hit the brake it would have already stoped.

Well it isnormal for the RPM to drop about 200 RPM during lockup and to rise about the same during unlock such as tilting in or out of the throttle
