Well to be at a higher RPM he would need a smaller tire diameter than stock which I really doubt he has on 18" wheels...are you sure the rear was never modified and aftermarket gears installed by a previous owner?

that is what i am thinking. On my way home yesterday I was doing 80 and my RPM's were at 2700. That is the what rpm's 3.73 should be at correct?? My 18's are 275/35's. Is there any other explanation other than the pervious owner modded the car?
Also when I bought the car it had SLP letters on the driver's side rear end. I took those off since the car had nothing SLP on it. I later put the SLP air box on it. Was there some Z28's that SLP did stuff too. I got the car from a dealer so he didnt know what the pervious owner had done??

Are you using a scan tool or the factory tach?
in the low RPM's my 98 will read 2200 RPM when its acually turning 1800 on the scantool. but when it winds up to 4000+ the scantool and the factory tach agree on engine speed.
