wats the differences between non-lock up stall and a lock-up stall

well a lock up satlll willl lock up and go to a 1:1 ratio it acts like a standard clutch when locked...non lock will never reach a 1:1 ratio even at coupling speed when you have rotary flow instead of vortex low....a lockup is kinda like having a half of another gear

do i need lock up converter or will a non lock up work

If you're running a 4L60E, I would definitely get a lock up if you street drive. It will keep trans temps down, it won't cost much more (I don't even know who make a non-lock up 60E verter), and it will help a lot with mileage on the high way.
