Think of stall speed in terms of a manual clutch for a second.... if at the line you were to have the clutch depressed and raise engine rpm's to say 3500 rpm's and then release the clutch... the car would leave much harder than say if you were to leave with the engine rpm's at 1500. Get it?
The goal is to have a converter that stalls in the lower to mid ranges of your engines power curve. This way you are not "lugging" the engine off the line.
Here is some really good info on the basics of a Torque Converter... http://auto.howstuffworks.com/torque-converter.htm
Hope that helps.
