Highway RPM with new convertor kinda high?
juust under 3000 rpm with an otherwise stock a4 z28... Wasnt that high before I built the trans and put in the art carr 3600 convertor. Is that normal?

The highway RPM should be exactly the same if your ataining 4th gear abd lockup is happening ,First thing I would do is verify 4 gears then I would check if lockup is happening. 4TH gear with converter locked the RPM should be exactly the same as it was before the built trans and converter,

Scan the car for codes 1st.
I suggest you confirm the Converter you got is a lockup one too. Seems that Art Carr makes a lot of non-lockup 4l60E converters.

2000 rpm from 60-70, then 2500 at 75 and 3k at 80

Ut oh if the codes PO1870 the following is happening , The PCM is comanding lockup the electrical is fine. But lockup is not ocuring .
Possible causes"
1- Converter contains no lockup clutch
2-Oring missing from input shaft
3-TCC valve stuck in pump
4-TCC regulator valve stuck or missassembled in valve body
5-TCC SOLENOID STUCK
6-PWM solenoid screen blocked or solenoid stuck
These are the possibilites in the order I would prusue first . Good luck call if you need any help and the test I gave in email would be pointless in this case because your PCM is commanding lockup and is not setting and electrical code.

so... tonight it was at 24-2500 at 80 depending on the incline of the road or not.
Still have the code... Maybe it'll get lower as everything gets broken in? Which makes no sense to me, but I'm happy that its lower now

It could easily be that the PCM is commanding the TCC intermittantly.... this is because of the converter swap itself. The TPS vs. MPH is different at 65 mph than it is at say 85mph. And it would not surprise me at all to see the 1870 code after the rebuild and install of a converter.
The PCM is looking for a RPM change when LU is commanded and it is not seeing it, most likely because of the converter.
Problem is though it could easily be that there is a problem in the build... something related to the TCC hydraulic circuits could easily be at fault here. The key is to have it diagnosed by a professional. I am sure the builder you used is fully capable of diagnosing this symptom for you. Let him check his work and then get back to us with his findings... there are wayyyy too many variables involved here to be able to give you decent feedback on the internet. We can get close, but in this case there is no smoking gun.
If everything has been found to be in proper working order then we need to look at the tune! We would begine by commanding a very simple, very predictable TCC function that would tell us that the system is capable of being manipulated and from there we dial it in for the given package.

I'm going to call the builder up tomorrow then and see what he says. I had some tuning work done to is, btu I think something in there needs to be adjusted. Thanks again!

well... it isnt locking up, because it's a non lockup convertor. Dammit
Now how do I make this work with the tuning and such? I cant afford a different convertor, so this ones gonna stay in I guess

My car would throw it sparadically when I had my 3500 stall, Mostly driving up hill at slow speeds, it would rev pretty high then the light would come on. My tuner took care of it and I never saw it again.
You're gas mileage is gonna suck bad not having lockup, that's for sure.
