Default Tranny in limp mode pin E con. does not have 12V

Ok I am working on a 2005 silverado w/ a 5.3 in it. It has about 40,000 miles on it. The customer decided to do his own filter and fluid change and after he got done the trans. was in limp mode. So I pulled the pan and one of the solinoids was broken. when I asked him if he pried on the trans pan to get it out he said yes. So I replaced the solenoid and no change. These are the codes P0704, P0753, P0758, P0785, P2761. I have been searching old threads so I tested the E pin on the trans conection and it has .043V and it should be 12V. Is there a fuse or a relay that supplies power to this and if so where is it located. I would assume that the wire has been damaged but since it hasnt been messed with other than what he did I thought maybe he moght have shorted it out. Any help would be helpful.

The trans gets power thru IGN 0 fuse which is located in the IP fuse block, he probably just shorted a wire against the case or valve body.
