He has been pushing for this the last few months. Honestly I think he realized what they got has been slowly sinking and he is trying to wash his hands of it.
GM has nothing to really gain from this and can't blame them for pretty much laughing about the "talks" and refusing to even consider it. Only one group would really benefit and that's FCA. I can't think of anything they have that GM would want or really need.

This is even less likely now than when it was proposed during the Great Recession. GM has trimmed brands, refocused around new core products and images, and really doesn't need another "re-defining" at this point. Such a thing would probably confuse shoppers, distract focus and lead to a large, rudderless ship.....sort of like what GM had become prior to their reorganization.
