l92 valley port? where do i hook it to?

l92 valley port? where do i hook it to? L92 swap in older car. There is a hose barb on the front of the valley cover coming out on an angle. I heard you hook this to your radiator? Is this a steam hole?

The reason why I asked is because I am blowing oil out of my passenger breather. I am trying to figure out a good pcv setup or breather setup.
Here is a picture of my setup with my old carburetor:

The passenger breather is soaked and dripping oil when I rev it hard.
