Default 1989 Camaro problem(s)

My friend has an '89 Camaro RS, he's trying to figure out what's wrong with it and I don't have the slightest idea. Here's what he's said:

"Its been tuned up , new plugs , wires , distributor cap , rotor button , fuel filter.. the firing order is correct , the ignition module is fine ... timming is right where it needs to be.. any ideas on why it will turn over and no crank.."

"its getting gas and sparks .."

"it just sits there and turns over till the batt dies"

What can I suggest to him?

Was it running before he tuned it up? What engine/Fuel setup? Im assume the timing is being checked with a light? How does he know he is getting fuel? Cause the only thing you left out of the equation is compression.

Those TBI engines had a black plug with a single tan wire that killed the distributor advance to set the timing. If he is trying to set timing with it plugged in the timing is gonna be way off. It is on a harness on the right side , upper firewall. Check that and make sure it is unplugged ,set timing , then plug it back in.
