1997 LS swap tach reads low

1997 LS swap tach reads low 1997 Camaro SS: I swapped in a 2000 5.3 with a 1998 f-body ECU. Instrument cluster worked perfectly prior to swap. Now the tach reads about 400 rpm's low at idle and gets worse as rpms go up. I have pulled out the cluster to check all pins and they look good. I swapped out a 1998 tach and problem is the same. Any help would be greatly appreciated.
