Unhappy rear hatch release

The wiring diagram for my rear hatch release appears incorrect. the hatch has 2 plugs 1st a black and white and a black wire, black is ground and b//w in constant 12v, the second is orange and black and black too plug, black is ground ;and i assume the orange and black is 12v signal to relay in latch, am i correct? latch works with key but will not work from switch on dash or the fob. also the wiring diagaram calls for relay on under left dash kick panel cannot find on there any help appreciated. thanks

I've attached the wiring diagram, relay component view and a troubleshooting guide. Hope this will help.

After looking the wiring diagram, the orange/black and black wire connector goes to the lid ajar switch of lock assembly. The black/white and black wire connector goes to the lid release actuator.

The relay is on upper left backside of the instrument panel and BCM is on the right side of instrument panel, near the blower motor. I've attached a pdf for the BCM location.
