Default Programming brand new PCM?

First off, 5.3 LM7 in a 3rd gen. I picked up a brand new pcm for this and obviously a completely new unit has no program or tune in it. Do I need to send it off to someone to put a program in it? Can it be programmed without the car attached?

If you do not have the means to program it, then yes, it will need to get to someone that can.
No, it does not need to be attached to the car.

FWIW, I'm in the same situation (Gen-IV swap into a 3rdgen w/ a brand-new PCM), & I'll be sending mine to John @ Speartech. I figure that having worked for 20+ yrs as a GM engineer, he just MIGHT have some kind of idea of what he's doing...
