Default Fuel Pressure 40PSI?

So I finished my fuel system, stock tank, racetronix 255lph, 99 corvette filter/regulator. I got the filter/regulator from napa hooked it up and cycled the key a few times and my fuel rail pressure gauge said 40psi. I go to start my car and it cranks but no start, then it backfires, then it starts and runs fine before i shut it down. I think I'm running lean because of the pressure causing it to backfire and excessive cranking... could my filter/regulator be bad? Any opinions?

Well, GM Designed the system to run @ 57psi.. so .. should be weak injector stay..?.. I'd say you really need to find out if why you short on pressure..
