Temp sensor question

Default Temp sensor question

I put a 98 LS1 in a jeep scrambler. It is running fine but the CEL is on. For some reason it thinks the Temp sensor (driver's side head) is bad and telling it is -53 which causes the fans to stay on all the time. Is this an ECU or wiring issue?

Or, how about a sensor "issue"??
Does the scan show the engine is running in "cold start" mode?

sorry forgot to say it was a brand new sensor. I'll check on the cold start mode.
