Default DBW - Reduced throttle/power manual shift

Looking for some ideas here.

Running a 2000-2002 style dbw - system with a newer throttle body. I have changed the connector and wired the system (reverse TPS) to work.

When the car is sitting still, I have plenty of throttle. Once the vehicle moves I get reduced throttle.

If I disconnect the VSS from the trans - I can drive all I want with all the throttle I want.

No DTCs showing up.

This is actually an 8.1 but it is running on a LS harness (24 tooth) with minor mods. For all practical purposes it is a 2002 6.0 truck motor.

The harness is a painless, and it comes as an "automatic" trans harness.

Here are a few other tid bits.

On my snap on scanner, I am not reading any mph at all.

I have 10.5 volt DC on the VSS out to gauge.

I have replaced the PCM - and ohm'ed out all my wires to verify. I have checked pins - an all is good.

I really want this VSS to read - my goal is to have the cruise working as well.

Ideas...thoughts?

I had a 4x4 VIN that we were programming off of - Joe caught that...and got me in the right direction.
