Default Atlas I5 Wiring Help

I know it's not an LS motor, but it's close enough, especially in the wiring department. I'm wiring it up into my '68 Jeepster and ran into the PWR/TRN Relay. Not sure what it does, but the ground is controlled by the PCM and sends ignition power to the PCM's ETC circuit (I assume this stands for electronic throttle control, but I'm not sure) and the O2 sensors. I don't recall this from my 5.3 swap into my other Jeepster. Do I need this relay? Is there any reason not to run ignition voltage directly to the PCM and O2 sensors without the relay control? I can certainly wire it in, but I'm trying to understand what it does. Here's the wiring diagram I'm working with. Thanks!
